Medicare beneficiaries have protections related to financial liability and appeal rights. A beneficiary notice is a required CMS form that notifies the beneficiary or their representative that the facility believes Medicare will no longer pay for the services and that financial liability will be transferred to beneficiary and provides details on how to appeal this decision.
